The new board of administrators of Charity Hospital began Tuesday night to implement recommendations of a "blue ribbon" citizens' committee.
The committee was named by Gov. John J. McKeithen to study operations of the hospital.
Tuesday night's meeting was the first since Gov. McKeithen completed apointments to the board. With the last appointee, I Harold F. Haydel of Laplace, attending his first meeting, the board voted to:
1. Reappoint Dr. Leo J. Kerne as director of the hospital for a 1 year term, beginning retroactively, July 1,1964.
2. Separate the position of board secretary-treasurer, now held by Weldon C. Talley, retaining Talley as board treasurer.

3. Promote Andrew P. Richard II, administrative assistant, to one of three created posts of associate directors of the hospital. Richard would also serve as secretary to the board. His salary will be $15,000 a year.
4. Promote assistant directors Dr. Louis Burroughs^ and Dr. John Adriani as associate directors of the hospital.
5. Hire the New Orleans accounting firm of Barton, Pilie, Hughes and Jones and its national affiliate, Peat, Marwick Mitchell & Co., to conduct a management control survey, to include reviewing the budget, personnel policies and practices, purchasing, etc.
6. Hire David L. Morgan Jr., New Orleans, as purchasing agent for the hospital, subject to approval by the state civil service commission.
7. Hire Edward D. Thomas, already employed by Charity, as fire prevention supervisor at $380 a month. Carl T. Smith Jr., chairman of the house committee, said Thomas was a retired captain of the New Orleans Fire Department and is well qualified for the position, required by the state fire marshal following a recent inspection of the hospital.
HEED RECOMMENDATIONS
8. Allocate, with approval of the maintenance superintendent, I $4,360 for reworking four fire I escape doors and exits, three I on the top three floors of the school of nursing building and one in the basement cafeteria of that building.
Thus at one meeting, six of the 11 recommendations by Gov. M'Keithen's "blue ribbon" committee — properly The Committee for the Study of Charity Hospital of New Orleans—were acted upon.
1. With the presence of Hay-del, the board of administrators was completely formed. (The committee called for a "strong" board.)
2. Dr. Kerne's was reappoint-ed. The committee advocated "a full-time experienced hospital director."
3. Division of Talley's secre-itary-treasurer post, with his ! retention as treasurer, followed
recommendation of securing "an experienced, full-time comptroller, who is thoroughly versed in !hospital administration." ;| 4. Appointment of Richard,
| Dr. Burroughs and Dr. Adriani as associate directors of the hos-jpital, with the additional designation as ex-off icio officers of the executive committee of the hospital's medical staff, was in line with recommended "liaison between the board of administrators and the-medical staff." INTERNSHIP PROBLEM
5. With appointment of a committee, headed by Dr. Daniel P. Mclntire, to study duties of interns at Charity and formulate inducements to at-j tract additional interns, an in-j vestigation of the "fillings of the! internships available at Charity! Hospital" was initiated. The! citizens' committee had pointed) out that "out of 126 internships! available . . . only 84 werej filled."
6. With the hiring of the accounting firms, employment of an "outside firm to make a report and recommendations to the board in the administration of Charity Hospital of New Orleans" was accomplished.
In other action, the board of-; ficially appointed four committees which already had been at work.
I me implementation Commit-jtee, formed to act on recommendations of the citizens' committee, is headed by William J. Guste Jr., and is composed of Mrs. Mary Connolly and Dr. John L. Kron.
The Medical Committee, headed by Dr. Gilbert C. Tomskey^ is composed of JJr. Allen A. Copping, Dr. Allen J. Ellender Jr., Dr. Richard W. Hughes, Dr. John L. Kron, Dr. Mcln-tire and Dr. Maurice 0. Weil-baecher.
The Finance Committee, headed by Dr. Hughes, is composed of Edward S. Bopp, Dr. Mcln-tire and A. N. Simmons Jr.
The House Committee, headed by Carl T. Smith, is composed of Bopp, Dr. Ellender, Simmons and George Van Ku-ren.
Present at the board meeting ifor the first time on a regular basis were representatives of the Louisiana State University and Tulane University medical schools and the Loyola University School of Dentistry.
