West German doctors touring the Charity Hospital complex today could console themselves that they do not have the institution's personnel woes.
Dr. Jurgen Streller exclained that West Germany government hospitals operate differently than Charity and thus do not have similar problems.
For one thing, he said, the staffs of West German hospitals are fulltime, well-paid physicians. The hospitals do not draw on the medical schools for young doctors who are still in the learning process.
"There is no teaching in state hospitals," he explained. "Students may be brought in to observe but they do not participate."
"Colleges have their own hospitals where their students are trained," he added.
Dr. Streller said that about 80 per cent of the residents of West Germany are treated at the government hospitals. Life Contract
The heads of a government hospital, or the "chefarzt," has what amounts to a life contract. The system, however, does not work as well as it appears, Dr. Streller said. He said a change would be advantageous in some instances.
The group of 30 specialists, members of the German Ear, Nose and Throat Society, are touring facilities at Louisiana State University and Tulane University Medical Schools, Vet-ferans Administration Hospital, Ochsner Foundation Hospital and Clinic and Charity.
