The new president of an organization representing 22,00C general practitioners said here Friday that "selfish and- unscrupulous" policies within the medical profession are hamstringing non-specialized doctors to the detriment of the nation's health.
Making * the accusation was Dr. Malcolm E. Phelps, installed earlier this week as president of the American Academy of General Practice.
Dr. Phelps, an El Reno, Okla., general practitioner — and himself a former specialist — declared that medical specialists are elbowing the general physician out of hospitals and discouraging the training of doctors to serve rural areas where few health services exist.
