A plan to open the doors of all Louisiana mental hospitals to new methods, to enlarged, trained and well-paid staffs, and to basic study programs, was presented here yesterday at a public meeting on phychiatry.
The proposal calls for a new statewide program which would put the LSU and Tulane .medical schools in charge of treatment of patients, training and research in all state mental hospitals.
It would also provide for adequate state-paid salaries for expanded staffs to be hired and directed by the universities.
The proposal also urges that partial payments averaging about $10 per week per patient be accepted from families whose incomes are sufficient to permit such payments without hardship.
