I advise you to permit the free entrance and departure of any vessel that appears at the river passes flying the United States flag. Instruct those on guard duty that no one has the right to come aboard for inspection or to place seals on these ships. You must specifically inform the American captains that, on passing this fort, the must anchor here and present their papers for inspection in order to avoid any form of abuse. If they fail to comply, they will be fired upon. You will likewise advise the captains of said vessel that, if they carry French passengers, these must be presented to me so that they may be made acquainted with the regulations issued by the governor general.
