Abstract/Introduction	The purpose of this paper is to examine the crisis within the savings and loan industry -why it happened. who was responsible. the scope of the problem -and then to consider in detail the concept of net worth and its role in the current crisis. Specifically. the following will be examined: * The differences between regulatory accounting principles (RAP) and generally accepted accounting principles (GAAP) * The importance of net worth * Changes in regulatory accounting principles and their impact on the thrift industry * Sources of net worth * Industry earnings and effects on net worth * New net worth requirements The scope of this paper will be restricted to a detailed study of capital adequacy issues in this crisis and will not examine in detail the other factors responsible such as fraud. mismanagement. high interest rates. and the oil bust. The paper will then conclude with a detailed examination of the bailout bill and a projection for the industry's future.
