Medical Center Parking
Problem Termed Critical

Lack of parking for the
medical complex which encom-passes
Confederate Memorial
Medical Center and will include
LSU School of Medicine at
Shreveport is "very critical,"
an architect told the Confeder-ate
directors last night.
"And, it's going to get more
critical. We will do all we can,
but we c a n ' t manufacture
land," William B. Wiener of
Wiener, Morgan & O'Neal, one
of the firms planning the new
medical center, said.
Wiener and William Wilson of
Wilson, Sandifer & Associates
met with the board.
Absent were Hospital Direc-tor
Dr. Edgar Galloway who is
sick, and Dr. Edgar Hull, dean
of the medical school, who is
p u t of the city on business.
Representing Dr. Hull was Dr.
George Meneely, associate dean
of the school.
Spring Groundbreaking
Ground will be broken in the
spring for the school, which will
be constructed on Confederate
property between the present
hospital and the nursing school.
"We do not tell you that you
will have adequate parking, but
we tell you we will do what we
can with all available proper-ty,"
said Wiener.
He predicted that "someday
you will have to go to structural
parking."
The architect said the hospi-tal
will lose 96 parking places :
now available between the
hospital and the proposed medi-cal
school, but will gain 112 in a
parking lot to be on property
between the nursing school and
the Shriner's Hospital.
In a d d i t i o n , 500 parking
spaces will be availale to the
east of the nursing school "for
doctors, nurses, technicians and
students."
The parking lot behind the
hospital will still be used by the
institution.
Agreeing with the architect
was RobertHall, assistant hospi-J
tal administrator who said,
"this is a real critical prob-lem."
Hall said there are about 100
cars which can't park in the
hospital lot, and the people park
wherever they can stash their
cars — it is a real problem."
Board Chairman T. B. Lan-ford
said, "It is a serious
problem."
"Washington is worried about
it. The people at HEW (The
U.S. Office of Health, Education
and Welfare) asked us about it
when we were discussing the
grant," said B u i l d i n g and
grounds Chairman Dr. George
Woolhandler.
"And, the mayor (Clyde E.
Fant) would be worried, if he
knew about it," Dr. Charles
Black said.
Surplus Cash
In other action last night,
Hall reported that the board
had a surplus of $251,755 for
July, August and September,
and told the board, "we are;
operating within the budget —
this looks good, if the state
doesn't reduce the money."
The total budgeted for 1970-71
was $10,652,195. The total spent
to date is $2,424,296 and the
total budgeted $2,676,051.
New Staff Members
Approved for "staff member-ship
were Drs. Clarence R.
Teagle, internal medicine; Ben-del
Johnson, urology, and War-ren
C. West Jr., obstetrics-gy-necology,
and okayed for emer-gency
privileges with review
after a six months residence in
Shreveport, Drs. Leslie L. Turk,
and Richard K. Barnett, inter-nal
medicine.
Referred to Dr. Galloway was
a study for expansion of the
pathology residency program.
Dr. Meneely brought a letter
from Dr. Hull which discussed
a conjoint residency in patholo-gy,
including the Veterans
Administration H o s p i t a l ,
Confederate and the medical
school.
The request suggested five
clinical residents and five ana-tomical
residents. Confederate
has approval for four pathology
residents now, and this would
have to be reviewed before
others could be accepted, said
hospital officials.
