Treen asks $834 million;
okays Med School plans
Some officials
not satisifed
with proposals
LSU Medical Center fared well under
the $834 million 1981 state construction
budget outlined by Gov. David Treer
Monday.
But several officials of other loca',
public agencies were less than satisfied
with what they stand to get if the plar
sails through the upcoming session o)
the legislature. Shreveport Mayor Bil)
Hanna was one of those voicing disap-pointment.
Altogether, the medical center would
receive about $6.6 million in cash and
priority one bonds under the governor's
proposed spending program . . . "which
is excellent," said L. Calhoun Allen Jr.
associate coordinator of plans and pro-grams.
The governor's proposed $2,854,00C
in state bonds for the burn/trauma
center at LSU Medical Center here if
$46,000 less than requested, an LSUMC
spokesman said Monday.
His proposed $1.2 million in revenue
bonds for planning new housing on the
Linwood Apartments site also is lower
The medical center had requested $1.5!:
million.
However, the $1,915,000 in bonds
Treen recommended for continuing re-novation
of LSUMC's dietary depart-ment
is $65,000 more than asked.
Additionally, Treen included $600,00#C
cash for hospital emergency electrical
power.
The governor said the state is unabk
to fund $750,000 in needed laundr>
equipment replacement and $4f5,00C
for planning for a new administratior
building, but should the money come
available, it would be funded.
A contrasting reaction was offered by
Hanna who said he is "totally disap-pointed"
with Treen's plan since it
virtually excludes all of some $19
million in capital projects for which the
mayor is seeking state funding.
Other top projects tor which Treer
proposed no funding are constructioi
funds of $6.2 million for the Caddo
Bossier Port Commission and $l.i
million for construction of a new build
ing for the Northwest Louisiana Re
gional Police Training Academy.
Bossier City Mayor Marvin Anding
was out of town Monday attending a
National League of Cities conference in
Washington, D.C. His return will be to
news that the city lost out completely in
capital projects it had requested.
In Shreveport, Treen's plan does in-clude
top priority funding completion of
the Inner Loop from Jewella to In-terstate
20 ($24 million in bonds) and for
construction of a leg of the Industrial
Loop near the West Shreveport In-dustrial
Park ($2 million in bonds).
But Hanna indicated he is not im-pressed,
saying, "The two projects he
included are the projects he almost
