Edwards Pledges Funds
ForCMMC Improvements
Confederate Memorial Medi-cal
Center will get $4.5 million
in capital improvement funds
from the state as soon as
matching federal funds be-come
available, Gov. Edwin
Edwards announced Monday.
The governor spent the day
in Shreveport Monday and
made a walkthrough inspec-tion
of the local h o s p i t a l
facility prior bo making the
announcement that the reno-vation
funds would be forth-coming.
Also while in Shreve-port
he addressed the state
conference of the Louisiana
Civil Defense Association and
held an a f t e r n o o n press
c o n f e r e n c e where he an-nounced
the appointment of
Mayor Calhoun Allen to the
domed stadium commission
and p l a n s for The Pines
Sanatorium.
IN ANNOUNCING the funds
for Confederate, the governor
said the $4.5 million would be
used to make the hospital a
totally functioning new medi-cal
center for this area. He
pointed out that in addition
the f a c i l i t y was used by
Louisiana S t a t e University
Medical School at Shreveport
for the training of doctors.
The hospital's board has
estimated that the hospital
can be upgraded for $12.8
million. This i n c l u d e s air
conditioning, new elevators,
renovation of the electrical
system, exterior repairs, a
new roof, parking lot additions
and alterations and modifica-tions
to the building.
Harold K. Quinn, chairman
of the hospital's board of
directors, said ineligible pa-tient
funds as well as federal
matching funds could be used
for the u p g r a d i n g of the
facility.
IN ANNOUNCING the ap-pointment
of Allen to the
s t a d i u m commission, Ed-wards
said this was in keep-ing
with his attitude to get a
statewide flavor on the com-mission.
The governor has
only one appointment.
Regarding The Pines the
governor said the outpatient
clinic at the f a c i l i t y for
tuberculosis patients would be
continued and that one build-ing
at the center would be
used for an alcoholism treat-ment
center. Plans for this
alcoholism center are includ-ed
in a federal grant applica-tion
being handled by the
Northwest Louisiana Organi-zation
for the Treatment of
Alcoholism.
Also Monday the Confeder-ate
board of directors voted to
remove a portion of the by-laws
which stipulate that the
hospital director must be a
physician.
THIS ACTION, according to
hospital officials, paves the
way for the employment of
any trained hospital adminis-trator.
The board action came on a
motion by Anna Laura Wilder
of Homer, head of the com-mittee
to find a replacement
for Dr. Edgar Galloway, the
hospital director. Dr. Gallo-way
recently submitted his
resignation.
Assistant Administrator
Robert Hall said the board
was running behind in the
personnel services account
because salaries of the 45
employes from The Pines who
were brought onto the hospital
payroll were in excess of the
employes they replaced.
