Only Cutback in Program

BATON ROUGE — The only cut-back
in Louisiana's Medical As-sistance
Program now scheduled for
Jan. 1 will be in the number of visits
to the emergency rooms of private
hospitals allowed during one year,
the governor's office and the Depart-ment
of Health and Human Re-sources
said this morning.
Persons eligible for medical as-sistance
who do not have access to
one of the state's charity hospitals or
to the J^>yi^icj|L^£enter in
Shreveport will belimited to three
emergency room visits per year,
Assistant Secretary of Health and
Human Resources Alvis D. Roberts
said.
Other planned cutbacks an-nounced
last week to help prevent
the program from running out of
money before the end of the current
fiscal year will not be implemented
until after the entire matter has been
reviewed by the Legislative Budget
Committee in January, Roberts said.
Because of a higher than expected
usage rate in the program during the
first half of fiscal year 1978-1979,
LHHR Secretary Dr. William Cherry
had proposed major cutbacks in in-patient
hospital services, including
physicians' visits, home and office
medical care and the drug program
to people receiving Supplemental Se-curity
Income and Aid to Families
with Dependent Children.
Lawmakers upset about the pro-posed
reduction of services met with
Gov. Edwin Edwards last week dur-ing
a budget committee session re-questing
they be given time to at-tempt
to find another solution to the
anticipated deficit problem.
Budget committee members said
they will be looking for funds in other
programs which could be trans-ferred
to meet medical assistance
needs.
Cherry emphasized last week that
any person eligible for medical as-sistance
who has exhausted the bene-fits
available to them in the private
medical community could obtain ser-vices
from any of the state's charity
hospitals scattered about Louisiana.
Services in Northwest Louisiana will
be available at LSU Medical Center,
he said.
