Times Capital Bureau
BATON ROUGE — The
legislative Budget Committee
Tuesday approved funding for
a pilot regional aloholism
treatment center based in
Shreveport and development
of a clinical research center
at Shreveport's Confederate
Memorial Medical Center.
Ralph Perlman, chief
budget officer for the Division
of Administration, said the
alcholism center, to be known
as the Northwest Louisiana
Alcoholism Demonstration
Project, would serve the eight
Northwest Louisiana parishes
of Caddo, Bossier, Nat-chitoches,
DeSoto, Red River,
Sabine, Claiborne and Web-ster
The goal of the project is to
deliver an early detection and
counseling treatment to rural
alcoholics before they require
hospitalization, Perlman said.
Present alcoholism treatment
centers are located in
metropolitan areas, requiring
rural patients to travel to
cities for treatments, he said
The three - year pilot
program will be initiated by a
$234,000 federal grant for staff-ing,
to be followed by three
annual federal grants of
diminishing size requiring
supplemental state funds. In
the first year, the state will
have to put up $11,500 to keep
the program going; in the
second, $42,600, and in the
third, $178,000.
The Confederate Memorial
Medical Center Clinical
Research Center is being fun-ded
by a one - year $125,000
federal grant for staffing and
renovations to a ground floor
suite of rooms to house the
center, Perlman said.
The research center will be
operated by the LSU Medical
School in Shreveport to study
rare diseases. Confederate
patients as well as patients
not eligible for charity
hospitalization will be able to
apply for admission to the
research center for treatment,
Perlman said.
