Insanity plea seminar topic
A psychiatrist who testified in the John
Hinckley case will participate in a sym-posium
on the plea of insanity Jan. 7 at the
LSU Medical Center School of Medicine
here.
Dr. Jonas R. Rappeport was an expert
witness in the trial of the would-be as-sassin
of President Reagan, which ended
with a controversial verdict of not guilty
by reason of insanity.
He is a clinical professor of psychiatry
and director of the Forensic Training Pro-gram,
Institute of Psychiatry and Human
Behavior, University of Maryland School
of Medicine, Baltimore.
He and a Caddo Parish prosecutor, two
state judges and three Shreveport psy-chiatrists
will appear on a program co-sponsored
by the Frost Foundation for Be-haviorial
Sciences and the LSUMC De-partment
of Psychiatry.
It will be held in the medical school
auditorium, opening at 10 a.m., an-nounced
Dr. John T. Brauchi, chairman of
the psychiatry department.
Rapp eport's subject will be "Not Guilty
By Rea son of Insanity as a Plea." He will
speak at 10:45 a.m.
Assistant District Attorney Dale Cox
will speak at 10:05 a.m. His topic will be
"Louisiana Law — M'Naghten Until
Now." (M'Naghten, sometimes spelled
McNaughten, was a notorious 19th cen-tury
English case in which the insanity de-fense
was successfully used.)
A panel discussion, "Overview of the
Plea of Insanity as a Defense," is sched-uled
at 1:30 p.m. Panelists are Rappeport,
Judge Fred Sexton of the Second Circuit
Court of Appeal, Judge C. J. Bolin Jr. of the
First Judicial District Court, and Dr. Wil-liam
E. Wilkinson Jr., Dr. Paul Ware and
Dr. Norman L. Mauroner, psychiatrists.
Rappeport will be a guest of the LSUMC
psychiatry department while here. He is a
founder of both the American Board of
Forensic Psychiatry and the American
Academy of Psychiatry and the Law.
