CMMC Facing
Money Shortage

Money, money — who's got
the money?
This was the question pon -
dered by Confederate Memo-rial
Medical Center's board of
directors Tuesday night as
they tried to balance a budget
showing a total deficit of
$155,264 for fiscal 1972, which
ends June 3.
Robert C. Hall, assistant
administrator, s a i d CMMC
had been budgeted $10,997,470
for the next fiscal year. He
said that no merit raises for
classified employes or raises
for interns and residents were
included in the figure.
"THIS MONEY doesn't al-low
for any new employes
. . . no salaries are allocated
for the 12 new nursing instruc-tors
needed if the nursing
school is to enroll the project-ed
125 students this fall," said
Hall. He added there also is
no new money allocated for
people to staff the new out-pa-tient
clinic which is being
readied now.
Dr. Edgar Galloway, CMMC
director, terming the allocat-ed
monies a "standstill budg-et,"
said the new outpatient
clinic and the two new inten-sive
care units scheduled for
construction are going to cost
CMMC more in people and
utilities. Of the instructors
needed for the nursing school,
Dr. Galloway said, "we can't
recruit teachers without sala-ries
to offer."
The Shreveport School of
Medicine also is having mo-ney
problems, according to
Dr. Edgar Hull, who noted,
"Every year the legislature
cuts . . . cuts . . . cuts funds
for Confederate." He request-ed
the assurance of $229,000
from CMMC for s e r v i c e s
r e n d e r e d by the medical
school to CMMC through a
professional services contract.
Dr. Hull said that the medical
school has been paying for
some of the persons who work
for C o n f e d e r a t e under a
professional services contract
that CMMC has not paid.
"THE MEDICAL school is
out of money, too," he said.
"We no longer can pay the
money. Is Confederate going
to pay?"
In an effort to temper the
money situation, the board
took steps to help the budget
—Recommending a look into
raising the food service cost
in the hospital cafeteria. Hall
noted that the h o s p i t a l
presently is subsidizing food
costs to the tune of around
$60,000 yearly. He said that
even with a 50 per cent
increase, Confederate's food
rates will be lower than those
of other hospitals.
—DECIDING that students
will not be employed this
summer because of monetary
limitations.
—Using Medicare and Medi-caid
funds of about $140,000 to
help the deficit.
During Tuesday's meeting,
the board also adopted a
motion to provide quarters for
male nursing and lab techni-cian
students on a comparable
basis to those provided for
female students. The board
also agreed to charge new
students coming into two-year
associate degree nuring pro-gram
for room and board at a
rate of $565 for the fall
semester and $545 for the
spring semester. Summer
rates will be at $260.
Students already enrolled in
the program will continue
under the old a g r e e m e n t,
which entitles them to free
room and board.
DR. GALLOWAY announced
the resignation of Dr. Douglas
W. McKay as chief of the
department of orthopedics.
Dr. McKay has resigned to
practice at Children's Hospital
in Washington, D.C.
Dr. George M. McCormick
and Dr. Samuel Maxey were
approved for the visiting staff
and the board meeting date
changed to the fourth Monday
of the month in other actions
taken Tuesday.
