Dr. Charles W. Armistead
Local Doctor
Is Named to
New Board
Dr. Charles W. Armistead,
Shreveport psychiatrist and neu-rologist,
is the only North
Louisiana man named by Gov.
Edwin W. Edwards to the
15-member Louisiana Depart-ment
of Health, Social and
Rehabilitation Services, The
Times has learned.
Also, Tony A. Pernici, of
Shreveport, former vice chair
man of the Confederate Memo-rial
Medical Center board of
directors, has been named
chairman of the Louisiana Hos-pital
Planning Advisory Council.
The council is required by the
federal government to advise
the Health, Social and Rehabili-tation
Services Department of
the needs of state hospitals. Thp
upcoming duties of the Advisory
Council include looking at the
renovation of Confederate.
Pernici was selected to the
post because of his eight years
of experience on the Confeder-ate
board.
Ainounceiment of the appoint-ments
will be made today at
1:30 p.m.
Dr. Charles Mary, director nf
Charity Hospital of New Or-leans,
has been named commis-sioner
of the department, set up
by the 1972 legislature. It will
consolidate 59 existing agencies

will serve without compensation

or per diem, but will be
reimbursed for expenses actual
ly incurred in the performance
of duties assigned to them by
the commissioner of the board.
Armistead — one of the few
local doctors who supported
Edwards for governor — is one
of five medical doctors the
governor is required to appoint
to the body.
Armistead, who is also an
attorney, holds the B.S. degree
from Centenary College and a
medical degree from Louisiana
State University Medical School
in New Orleans. He is certified!
by the American Board of
Psychiatry.
He is a member on the
Louisiana and American bar
associations, "and have parti-cipated
in a few cases as a
lawyer."
Armistead said he is "very
happy" to be on the board,
because he feels he has had a
lot of e x p e r i e n c e in health
related fields through his
medical practice.
He agrees with the philosophv
of the new department, and
thinks it can streamline opera-tion
of and consolidate agencies
and stop duplication of services.
