To his Excellency Charles Louis Boucher De
Grand Pre Governor Civil and military of
the Fort and Jurisdiction of Baton Rouge in
West Florida xe[?] xe[?] xe[?]
John Rollins inhabitant of Natchez being
at present in the town of the Fort of Baton
Rouge as Agent for John McBride of Washington
in the Mississippi Territory respectfully
represents that the said John
McBride is the Inventor of a machine
extremely useful to the inhabitants of
those places where Cotton is cultivated,
and to the progress of manufactures [i.e. manufacturers] in
general, which is about to be put in
operation in all parts of the Territory
of the United States, under the restrictions
of a Patent which the said John McBride
has obtained for the invention, at the
Federal City. And desiring that the
advantages which may result from the
introduction of this machine may be
participated by the inhabitants under
the Dominion of his Catholic Majesty
the petitioner acting as agent for his
said principal addresses himself
with confidence and respect to your
Excellency to obtain your permission
to introduce and cause to be made such
