Advocates of a proposed ordinance to allow the use of stray dogs in medical research battled today with a large • group of opponents of the measure in a noisy, jam-packed public hearing in the city council chamber.
Each side paraded a group of speakers to. outline its views.
On several occasions, council president Glenn P. Clasen, who presided, rapped for silence or threatened to clear the council chambers to prevent a demonstration while speakers addressed the audience.
Lapel Signs
' 'Scores of persons in the audience wore lapel signs indicating their positions on the highly controversial ordi-nanee, which comes up for a vote in the council tomor-
row.
Under terms of the ordinance dogs picked up by the Society for the Prevention of Cruelty to Animals would be tunred over to approved medical institutions for research purposes, provided the animals are not claimed after a specified waiting period.
The position of the anti-vivi-sectionists was spelled out by John Morrill, president of the SPCA, who said the society will never support any law requiring it to deliver dogs to medical laboratories for research. His argument was countered by several doctors from Tulane and Louisiana State universi-ties, wH6 maintained tnat most of the major surgical advances resulted from research with animals. Five patients—three of them children—were introduced at the hearing to back up the doctors' position. All were treated with heart-lung and kidney machines developed through animal research.
Elwood F. Cahill, head of the citizens committee supporting the ordinance, accused a minority group of anti-vivisection-ists of beating down previous attempts to turn over dogs to research.
