The policy, according to "The Drug Free Schools and Communities Act Amendment of 1989" has basically two demands, Vincent P. Knipfing, vice president for Student Affairs, said. "Basically, the government is concerned with educating students, faculty and staff about the risks of drug and alcohol abuse. According to Section 1213, paragraph 1 of the amendment, Loyola is required to "annually distribute to each student and employee standards of conduct that clearly prohibit, at a minimum, the unlawful possession, use, or distribution of illicit drugs and a1c0h01..." Paragraph 2 calls for "a biennial review by the institution of its program to (A) determine its effectiveness and implement changes to the program if they are needed; and (B) ensure that the sanctions required by paragraph 1 are consistently enforced." Education about the risks of drug and alcohol abuse will take the form of letters mailed to all students, faculty, and staff by October 1. "In the past, information about drugs and alcohol was circulated through the student handbook, but it, s just not an effective outlet," Knipfing said. The official statistics will be released Sept. 28. The statistics, which were released by the office of Administration, total the number of students for the fall semester at 5,030,114 more students than in the Fall 1989 semester. "This is only the second time in Loyola's history that enrollment for students has exceeded the 5,000 mark," Norman Roussel, vice president for Adminstration, said. According to the statistics, three out of five of the different schools reported increases, including the colleges of Arts and Sciences, Law School and City College. City College topped the field with 68 more students than last year, the highest increase in five years. The Law School also had record enrollment figures. Only the colleges of Business and Music experienced decreases. "These are just unofficial statistics, but I do not expect them to deviate very much from the actual figures," Roussel said. Last fall, Roussel said, his office made enrollment projections and predicted an increase of only 28 total students, but the increase of 114 students was more than the department had hoped. "I am more than satisfied with the enrollment for this year," he said. The statistics reveal that the total number of new students has gone up slightly.
