Haws Staff writer Residents of a nearby Uptown neighborhood received an unwelcomed surprise the day after Earth Day when a truck spilled toxic waste beside TJ. Quill's. A truck carrying 74 barrels of hazardous chemicals spilled waste in the 700 block of Hillary Street after striking a low tree branch at about 1:30 a.m. Monday. David Hastings of Charleston, W.Va., was cited for driving the Suttles Transportation 18-whcclcr truck in a no-truck zone. He was transporting the chemicals from Cleveland to Marine Shale Processors, a chemical waste disposal company in Morgan City. Hastings refused to comment. Capt. Robert Darcy, head of the New Orleans Fire Department Hazardous Materials Unit, said the driver was lost. "His dispatcher told him to take the Carroll ton | Avenue] Exit off I-10 to Highway 90 [West Bank Expressway)," Darcy said. "I don't know how he ended up here." While traveling in the 700 block of Hillary Street, the truck hit a low tree branch, damaging two barrels of toxic waste, Darcy said. Two of the drums were punctured and less than a gallon of chemicals spilled, fire authorities said. The truck was carrying xylene, toluene and napthalcnc, Darcy said. Fire authorities refused to identify which substances were spilled. The wastes arc combustible and are used in the manufacturing of aviation fuel, glue, paint, explosives and organic solvents. Darcy said all the chemicals have relatively low flashpoints, the temperature at which the chemical may ignite. The driver immediately contacted the fire department and the HMU by 2 a.m., police and fire authorities said. The unit first began the process of containing the spill, Darcy said. Cleanup began at approximately 12:30 p.m. Authorities closed off four blocks but did not evacuate Loyola decides to ban styrofoam use on campus By Charles Lussier Assistant News Editor Student groups who have been protesting the use of styrofoam on campus have succeeded in their efforts to have styrofoam banned from campus. Loyola University, acting upon the recommendation of an ad hoc study group composed of students and faculty, decided to end the use of all styrofoam products on campus once present inventories are depleted, according to an April 16 memo from Charles W. "Dusty" Miller, director of the Danna Center, to Vincent Knipfing, vice president for Student Affairs. The Marriott Corporation has agreed to comply with the university's request and will begin using paper products after styrofoam supplies run out by approximately the end of the semester. Miller said. The original request to end the use of styrofoam on campus was brought to the university Feb. 7 by the Loyola University Community Action Program and the Loyola University Sociology Students Organization, Miller said. The Student Government Association and the Loyola Environmental Law Society later joined LUCAP and LUSSO in this request, he said. The SGA passed a resolution March 6 in support of this request. Based on these requests, Loyola formed a study group made up of the Marriott Corp.; Miller; Dr. Anthony Ladd, associate professor of sociology, coordinator of Earth Day on campus and faculty adviser to LUSSO; A 1 Alcazar, associate campus minister and faculty adviser of LUCAP and student representatives from LUSSO, SGA, the Loyola Environmental Law Society and the Environmental Awareness Group of LUCAP, he said.
