The Maroon Loyola University New Orleans VOL. 78 NO. 6 ESTABLISHED 1923 FRIDAY, OCTOBER 8,1999 Student clubs bank on $70 grand in allocations By Julie DesOrmeaux Staff writer The Student Government Association approved over $70,000 in allocations to student organizations Tuesday, but some groups received nothing. The Ways and Means Committee cracked down on technical violations and excessive funding for food this semester. This allowed enough surplus to pay for 90 percent of the amounts appealed. The involved budget packet process is regularly a major issue in SGA elections. Nearly all candidates promise to clear up complexities so Ways and Means can concentrate on deciding which groups really need money. At budget approval meetings such as the one on Tuesday, the discussion on allocations usually lasts at least an hour. Spring 1999 allocation discussion lasted four minutes. Congress voted Tuesday after about 40 minutes of discussion to approve the budget as it stands. Miscommunication and technical oversights in the budget packet process cost Alpha Chi Omega sorority a lot of money this year. AXO appealed to congress Tuesday after the SGA Ways and Means Committee denied $1,600 for its gala, a philanthropic event. Congress approved this money last year. "[AXO'sJ was a legal appeal," said Megan Pollman, SGA vice president and biology junior, "except for the fact that we don't have money set aside for that."Cara Huey, AXO president and finance senior, said she was under the impression that Jon Ness, assistant director for the Danna Center and Student Activities, could act as a Greek chapter's adviser if its faculty representative was unavailable. Since AXO's adviser, Liz Schafer, was out of town on business when the budget packets were due, Ness signed its completed packet, Huey said. According to Chris Cameron, vice-president for Student Activities and the only faculty adviser on the SGA Ways and Means Committee, this is illegal. Cameron said the director might sign grade releases and the like, but not budget packets. However, Ways and Means did not notice this mistake in the first round of biidget cuts, which is reserved for technical errors, and AXO was allotted the $ 1,600. The SGA Ways and Means committee noticed the oversight in the second round, but this round deals with subjective decisions hinging upon the SPJ wins outstanding chapter for second consecutive year The Loyola chapter of the Society of Professional Journalists won the distinction of being one of the 12 best student chapters in the nation Saturday. Sarah Sparks, Pierce Presley, communications seniors, and Sherry Lee Alexander, assistant communications professor, represented Loyola at the SPJ National Convention in Indianapolis last weekend. This is the second consecutive year SPJ won the Outstanding Campus Chapter Award for Region XII. The award is given to chapters based on their activities, service and membership. Last year SPJ brought numerous speakers to the university, including the Honorable Moon Landrieu and The Times-Picayune reporter Greg Lee among others. The chapter also held a charity book sale last spring to pay for postage to send textbooks to the University of Puerto Rico School of Public Communications Library, which was destroyed during Hurricane Georges. Members also judged the annual Silver Scribe high school writing competition. This year's leadership includes Alexander, faculty adviser, Sparks, president, Presley, vice president, Eli/.abeth Stuart, history junior and treasurer, and Julie DesOrmeaux, communications junior and secretary. Michael Giusti, communications senior, was president during the awarded year. Shuttles sit while budget debated, cut Provide-A-Ride budget slashed after cost of driver wages lowered By Kasey Williamson Contributing writer Less than a year after the inception of Provide-A-Ride, the Department of Public Safety has put the program on hold due to a lack of drivers. The Student Government Association passed a resolution to cut the program's budget for fall 1999 semester by $1,100 in its Sept. 5 meeting. Initially, $4,576 per semester was earmarked for the program from the SGA fees that all full-time students pay. The cost per student is $3 per semester. However, when SGA president Joe Bellows, finance senior, and vice president Megan Pollman, biology junior, evaluated the budget last year, they found an excess of almost $8,000 in Provide-A-Ride's account. The city's central gulf location makes it especially vulnerable to hurricanes. According to the National Weather Service, the Gulf Coast sustains approximately 30 percent of the nation's hurricane damage annually — more than any other region of the country. The National Hurricane Center of Miami predicted five major storms will hit this area during for the 1999 hurricane season. To date, only four have struck. The "If we get stronger than a Category 2 hurricane, I'm leaving," said Angela Lauve, communications senior. Lauve, a Westbank native, has experienced the wrath of many hurricanes. "I've been here all my life. It's not that I don'tbelieve the city's hurricane plan is unrealistic, I just don't want to find out the hard way that it doesn't work," she said. Lauve is not the only New Orleans resident with a plan for getting out of the path of a hurricane.
