[Editor's note: Favrot, now a Spanish officer, at this point begins to use
the Spanish form of his name alternatively with the French: Pierre-Joseph,
or, Pedro José, or, most commonly, Don Pedro. For uniformity, the
bibliographic captions will continue to use his French name throughout but
the translations, in order to retain some of the flavor of the original,
will employ the form found in the document.]
[The threat of hostilities between the Spanish and British forces in the
lower Mississippi Valley led to Governor Bernado de Galvez to assemble the
military officers of the Louisiana colony for a council of war in New
Orleans on July 13, 1779. Among the eleven men present was Captain
Pierre-Joseph Favrot. With the exception of Lieutenant Colonel Estevan
Mmiro, the group was in unanimity theta all available forces be concentrated
on the defense of New Orleans. Miro favored an attack on the British at
Manchac. In the following document, Favrot sets forth his ideas for the
defense of the colony.]
Having been commanded to give my opinion on the prospects for an impending
war and on the incursions that might be made by the English in this
province, I believe that since their forces seen to concentrated at Manchac,
it would not be prudent to divide our forces, but to unite the regular
troops with the militia of New Orleans, pending orders to march. Because
the country is open and our forces are small, we cannot undertake to guard
all the entrances that the enemy might use for an invasion. The upper part
of the Mississippi, by its course, offers great facility for a descent on
New Orleans, and there is a reason to believe that Manchac, which lies
above, is the place from which the expedition will be launched. In view of
the movements and precautions of which we have knowledge through information
received by the governor, I believe it will be necessary to place a schooner
and some gunboats in convenient places to obstruct their descent. These
boats should be assigned by the militia of the Acadians and that of the
German Coast, provided with horses, and placed under the orders of an
intelligent officer who is able to take command in such places.
